siezed fuel tap

hello gents i'm putting the bits back on the petrol tank on my gpz1100 a1 and got to putting the tap back on and its siezed solid in the reserve position any suggestions on how to free it off or is it possible to get new insides if it can't be freed off.many thanks in advance.

REMOVE THE SMALL PHILLIPS SCREW UNDERNEATH + SOAK THE LEVER IN WD 40 . THERE ARE ONLY TWO REPLACEABLE PARTS . THE O RING ON THE TAP + THE SEAL WHERE THE TAP SCREWS ONTO THE FUEL TANK
