as the circuit through the flasher is the same for both sides in suspect a dippy earth some where on the side that just lights, the current will be enough to flash all four on hazard but when you sort it it will be much quicker check the earth straps in the indicators ........just as an afterthought if you leave it long enough does it flash ?

I tried a new indicator I had , connected it to the two wires and earthed it on to the handle bars and it worked fine.
Ive played around with the earth wire to the old indicator and still not working.
Swapped the old indicator with the new and all is now working fine.
The old indicator just seems loose internally anyway, so ive scrapped it now!

I'd suspect a dodgy earth on or in the indicator in question.

Link the indicator in question to the frame independantly to confirm.

Wrong wattage bulb? Sounds silly but I've seen this several times before.
