I had this recently with an engine that I've just built (but not yet run).
It went as follows: spun over on bench - no oil at cams. Took plug out of oil gallery - no oil. Took oil press switch out - no oil came out . Stuck finger down hole to see if I could feel air flow - oil pissed out all over my nice clean engine. Reassembled - steady supply of oil to cams. Yay!
There might have been some sort of air lock, but it's just as likely that it took a long time to fill the oil filter chamber and galleries up (it's a big filter!).
That said, if I had a left over major oil seal I'd worry about it forever if I didn't check that I hadn't left it out.
Just to confuse you further (!) I did once see a post on an American site showing a Kawasaki bulletin about drilling a bleed hole in the pump housing, and something or other about a bleed hole in the oil pressure switch too, but I never saved it.

Oil Pressure

Thanks for all the replies, here's an update.
The large 'o'ring was indeed absent (schoolboy error
) but even after installing it I still couldn't get any pressure, tried loosening the filter- no change, off with the sump again and out with the oil pump which appeared to be fine so we took it apart and packed it with Vaseline the stuck it all back together and hey presto! Oil light goes out

Fuelled her up tonight and hit the starter and away she went, music, well a right old racket to be honest as there was no airbox or exhaust but it ran well so I am one happy bunny!
