Low speed problem was ultimately traced to low voltage to coils.
By chance found that the main fuse was very hot on one side, enough to melt the plastic holder. On investigation I had 12V on one side of the fuse and 10V on the other due to a high resistance joint. At the coils it was only about 8V.
Cleaned fuse contact and then 12V each side but still only around 10V at the coils and about 10.8V with engine running. Made up and fitted 12V relay mod and now full battery voltage at coils. Low speed problem resolved.
