all jokeing a side if you can find a few outher people that have been treated unfairly . then yes he can be reported . to the dept of transport who have powers to investigate . a freind of mine was reported for passing a bike in an unsafe condition . when the bike was brought in for an inspection . it was like a diffrent bike . and my freind had to exsplain why he had passed such an unsafe shed . my mate said apart from the frame and engine numbers it wasent the bike he moted .
