There are no national holidays in germany,
the different regions have different times so they are not travelling alltogether.

When you come by ship over Belgium or NL you will only touch NRW (Nordrhein-Westfalen) and we, in 2017, have holydays from middle juli to end of august. But You´re right the ferry-pricecs might be less friendly ...
