Strange carbs won't balance

Just come to balance the carbs on Bakey's Z900. Valve clearances are spot-on, points/timing is spot on, everything is tickety boo.
Connected gauges up, warmed it up thoroughly, tickover not too bad, carbs all within a couple of centimetres.
Off with the carb tops and thought what the hell are these additional screws next to the adjusters... and why are they all loose :?:
Came to fine adjust the carbs via a small turn on the screw/locknut adjusters and now the bastard is revving its tits off and I just can't get the bugger to balance at all

Anyone got any ideas.... More importantly is there anyone near Cheshire who would like to have a bash at it before I stick a pick axe in the tank

Will the carbs are correct for an A4, my understanding of the bolt is it's a stop for the moveable part of the linkage arm, you slacken it off then make your adjustment using the screw/locknut when this is done retighten the bolt and recheck your readings, if still correct bend up the lock tab. You will notice the linkage arm consists of two parts the main part which holds the adjusting screw and stop bolt is fixed to the shaft by means of a bolt, the other part which is what the slide hangs off is independent of this therefore allowing it to pivot enabling adjustment, the two parts are pulled together by a spring and that bolt is situated close to the points of pressure from the spring and it locks the two together rather than relying on spring pressure alone, if you imagine looking at a cross section of the setup you have two arms fixed at the pivot point ie. shaft and the outer ends joined by the adjusting screw the distance between them is about 35mm and the spring pressure and bolt is midway between.
Hope this helps

Thanks for the clarification Steve, good help that.
I'll be whipping the carbs off later and 'bench setting' all the slides at 0.7mm from the bottom throats then see how they balance up from there.
