Front Forks

My mate has re-built his forks on his Z after the seals were leaking, now on riding the bike it doesn't absorb the road as well and is a very hard ride.
Fork oil was used at first then ATF but neither has changed the ride. On reading the Kawasaki manual it says to use SAE 10w.
Has anyone any thoughts as to whether it could be down to the oil or something else.

Thanks Sneck

Hard ride :|
Assume the oil qty has been checked...... correct level :?:
Do the forks compress smoothly :?:
Try fork action after drainiing oil :??
They are usually quite limp in std format, expescially if original springs, etc.
Did seals & oil on my 1000 and they are pretty 'bouncy', defo not firm/hard
