Restoring alloy wheels

Hi,
Last time I attempted to change the front tyre I used tyre levers without rim protectors. So much for engaging brain before work. The result was some unpleasant dents in the alloy, so much so I have had to run the front tyre with a tube.
The time has come to put some new rubber on the bike and I wondered if dexterous use of sandpaper to remove said dents might allow the tyre to be inflated without tube?
In fact I thought you couldn't use tubes in modern tyres anyway but this current arrangement has lasted 5 years!
