is it possible to swap out the cylinders successfully so the ignition and seat lock operate under one key??

Yes, but the problem is you either need two keyed alike cylinders or the internal parts in order to match a cylinder to a key. There are only Five keys for the Z1 and Z900 bikes so a pair of cylinders shouldn't be a problem and your local locksmith will charge you a tenner or so to swap them around.

Practical Sportsbikes had an article on how to do this sort of thing, it was in the June 2012 issue.

I have done this myself in the past and yes the cylinder needs to be removed from the locks with the key in it to stop the small parts relocating themselves around the room, once you have them in front of you decide which key you want to use and insert into each lock and see what lugs you need to re-locate, some of the lugs will possibly need filing off a bit to make it all work out.
