Tacho cable oil leak

Gents I have a leak from my tacho cable to cylinder head fitting. I have bought the required tacho oil seal kit (grommet & o ring). I have taken the tacho cable out of housing & taken the clamps off the housing I now have a few questions that I am sure you can help me with :-
1. Do I just pick the old grommet out that I can see and replace it with new grommet?
2. Where does the o ring go?
3. Without the clamps on, the tacho housing is free to rotate, is this correct, it won't tighten if I turn it ?

alloy casing will pull out of the head, o-ring goes on that, oil seal (grommet!) goes into the end where the other came out of. the clips hold it into the head, yes it is supposed to turn. put a neoprene washer (or leather one) onto the cable end flange to stop oil seeping past that.

Thanks Rich I did the job this morning and it went fine, fitted the neoprene washer you suggested, oil leak cured. :D
