Removing steering/head bearings

How do i get the lower race out the frame? Upper was no problem as there was a lip I could put a drift against but the lower race is completely flush. I dont have access to a welder before anyone recommends welding something to it to bash against.

cut a slot in the bearing cup and you should be able to lever out.

I've always found at least a small lip you can use to drive the bearing out.
