Magic ingredient was Dichloromethane, or Methylene Chloride if you're American.
I dumped a load of it in a drum along with some other solvents when I rebuilt my Rover. I dropped a load of stuff in there over the few years I was working on it, and they came out clean as a whistle.
Don't leave aluminium in it though - reacts a bit

We use this stuff at work to strip cars etc.
Have used it for bike stuff successfully.
It burns youre hands badly, makes youre eyes water, and gives you a stinking headache just like in the good old days.

Less than £30 for five litres delivered and is available from local automotive paint suppliers cheaper.

It also removes powder coating
Just to let you know I got some on my works safety glasses, it actually etched them

+1 for this, but still not quite as good as the old polycel one.
