Is it possible to have oil passing the oil ring even if you still have perfect compression :?: And not pressurising the crank :?:

yes

if its a 3 part ring and not assembled correctly

the oil scraper part ends needs to 'butt up' and not overlap

Where is the leak from ?
Oil getting into the bore will show itself as excessive smoke from that cylinders exhaust.
Oil in the port is most likely valve stem seal / worn guide or loose guide.

Oh yes. Offers no or little resistance to combustion gases its full of holes!
Don't ignore the 2nd ring though, as this ring also helps to control oil. It's likely to have a tapered profile on the OD with a sharp lower edge, assuming its installed correctly?! It's designed to ride over the oil on the cylinder wall on the up stroke for lubrication of the ring pack, pretty much the same way as a water skier rides over water, but scrapes oil down on the downward stroke with the sharp edge created by the taper.
