I have a fuel tap with two outlets. One out let flows about twice as fast as the other.I assume that they should flow the same
The one that flows slow is feeding a pair of carbs that are running rich.So was thinking this may be the problem

While fuel starvation would probably lead to a lean mixture I doubt that fast flow would make it rich since fuel height is governed by the float valve.

My thought was that when running this could creat a low fuel leal.so could this then creat bad atomisation which may then creat a rich mixture

Hmmm - if float level is LOW - then it should be running lean

Low fuel level would give you a weak mixture.
