fork bounce

i changed the fork oil as the start of the year and cannot remember any adverse effects after doing it but the bike has not had much use until recently, now i notice that up to about 15mph and after around 50 mph its fine but inbetween the forks seem to "bounce" slightly.
could it be oil related not enough or too much? or possibly a wheel balancing issue, got borrani rims and had the tyres changed last year but dont remember if there was any weights added, none there now.
there was a thread on here recently that mentioned the same "bounce" but didnt follow up on a cure.

could be wheel balance. also make sure the tyre is fitted correctly spin the wheel + make sure it is seated on the rim all the way round the tyre

Check the tyre, make sure its the right shape and no bulges on the side walls, sometimes the steel belting within the tyre can give way and you get a tyre not perfectly round.
