Pretty sure you need a registration number to go with the frame.Your nearest Vehicle Registration Office (V.R.O.) will be able to tell you exactly what's needed.
It might be possible to build up a bike, then get it SVA'd, then get it registered as a new bike but i'm not sure of the costs involved or if this is possible.

If the frame has been previously registered you should be able to get a V5. If it has not been registered then a trip to the VRO is on the cards.

Many years ago you used only to be able to get the log book by the registration numbers, this may have changed with modern computerisation. Have a trip to the DVLA web site you may be able to find some info there, alternatively what about age related registration? or trying one of the HPI searches to see if they can search by frame number. If you know a friendly traffic cop they should be able to find it for you.

You used to be able to get a log book by quoting frame/chassis number, even if you didn't know the registration number. Don't see why you can't do this now.
