Bike rack identification

Having a bit of a clear up at home, and found this rack which I had forgot about.
Made by Tower, the attached label which seems original states [faintly]
Z1100GP [Z1100 B2] 1982
Now the front mounts that go on the shock absorbers are about 20mm wider than those on the factory grab rail, and the rear mount is totally different.
The flat plate with two bolts will not fix to anything on the bike [as far as I can see] so is there a part missing, or is it labelled wrongly ?
