Should the claws on the carb starter plunger leaver be pointing up or down.
there the ones when you pull the choke out lift the starter plungers and allow more fuel into the carbs when cold.
as my ones don't go completely back down into the carb when warm.

The claw ends point down.
The plastic plunger sleeve should ride on the curved surface when operated.
Might be worth removing the choke plungers and give them a clean as grit and old fuel can gum them up and cause them to stick.

Yours look correct.
The early ones are fork ends up but they have curled over ends (pointing down) for smooth operation.
