Repairing double skinned exhaust downpipes

Looking for some advice please I have a set of standard B1 pipes as below. Both the outside downpipes which are welded as standard to the silencer's had loose internal second skins. They rattle about when you shake the exhaust. I am assuming when fitted and running they will make a racket so my question is can they be repaired and if so how without cutting up the pipes.

without cutting the pipes i see the only way is to carefully drill a hole about 10mm on the inside edge of the pipe trying not to penetrate the inner downpipe. then tack weld a piece of welding rod onto the inner pipe then pull on the wire so the inner pipe is as close to the outer as possible then just weld the two pipes together

Yes I agree "spigot" welding is the best way.

sell the bike - alternatively weld it as above - alternatively drill a small hole through somewhere it won't show and put a small self tapper through.

Think I will go with the weld Rich, I do of course appreciate your helpful input though.
