Fitting a seat strap

Can anybody tell me the correct measurements from front or back for fitting a seat strap to a Z1 seat, I take it that the holes are not pre drilled in a PMC seat frame, or are they?

Measuring from the edging at the rear of the seat to the centre of the strap is 305mm,this is on a genuine UK seat.
