tighten up until there is just no play side to side or back to front but they still rotate freely. If done with no forks in then you can just use your fingers to tighten.

worst thing you can do is over tighten.

they will need checking after a few 100 miles or so as they will bed in a bit.

PaulJ, it sounds as so you have done the hard part, that is fitting the tapered parts into the head-stock.

You really have to make sure these tapered parts have "bottomed" into their positions. This can be done with a shaped brass drift (which nobody has). They will settle after assembly by bouncing the front end.

On fitting the bearings to the steering-stem, ensure you have the rubber duplex washer and the shim in place before sliding the lower bearing on. Grease bearing and fit the greased top bearing and fit the top triple-tree and other items not too tightly.

Tighten the slotted nut down with a "C" spanner or brass drift. Tighten down so that it just hard to turn the handle-bars. Bounce a few times and un-tighten and re-tighten so the handle-bars just falls to either side whilst front wheel is suspended. Tighten large hex headed screw and rest of top triple tree bolts. You need to check after a good ride (work-out), as they tend to loosen a tad. RegardZ
