Just brought a steering dampener for the ST for £35 the bracket that come with it is too small to fit around the front forks.
Would it be safe if I drill the lower fork stem to bolt it to or is it best to sell it and get my money back?

Outlaw, I don't think it would be a problem drilling the bottom yoke, as long as it's in a meaty part.
Another option would be to source the correct size clamp, ebay & google should help you with that.
What size is your fork leg? I believe they used the same forks on the mighty Z1300

They're often fitted directly to the bottom yolk, drilled between the underside webbing and fitted with a suitable spacer to clear the underside. Although it means drilling the yolk I personally think it looks much tidier like that rather than having the ugly bracket to the fork leg.

Safest bet would be to get another clamp,or get the clamp machined out that way there is no comprimising of the lower yoke.
