Primer etch/strip?

Started stripping some black paint off some fork legs only to find
Etch primmer underneath.Ran out of Nitromors so didn`t get the job done.
Is it worth buying more?The Etch primer looked to be holding on tight!
Will it come off? Is there a better way to get it off?
