So, could someone have simply unscrewed the tops and replaced with the nipple type ones or would this not be possible ?
There is air pressure in the forks.
Could it be a case of unscrewing them to see what's in there ?

It is possible to simply replace the original ones with the air pipe type,I did it myself many years back and what you need is,

2 X 44029 -1003 Bolts

2 x 11012 - 1017 Rubber Caps
