Can you get the second mount in the triangulated section of the side?
Why not just cut the bottom tube and sleeve/reweld?

Here's a pic of mine with the rack still on the day after I bought the bike. Though it's hard to see in this pic, there are two stays that come down from the rear of the rack and use the license plate bracket as mount points. I'm going from memory here, but it seems to me that they were added to the rack after the fact. If you want some pics of the rack let me know and I'll take some and post 'em.
