Laquer over decals

Depends on if they are the laminated type? If they are then they will have a fairly durable top surface and no need to lacquer them. If they are not the laminated type then when you polish etc the top surface will slowly be rubbed away and fade. In that case you can use some Gold Size the seal the surface.
Ade, I'm no expert, but lacquering over the vinyl is standard practice
As sprint already said the vinyl might catch
to be sure about what you are doing why not contact 'image works' @ ilkeston.

they do a lot of 'sticker sets' (including for painters on here), and they are very knowledgeable and patient when asking them questions

From instructions that came with my R2 decals from Diablo : Let the paint cure for about a week before applying decals incase of shrinkage - then flatten with wet and dry, spray a mist of slightly soapy water on beneath the decals so that you can make small adjustments, use soft plastic blade to smoothe out. Leave another week or so for any air/water bubbles to shrink then clear coat.
Originally on the ELRs only the tank was clear coated after decals, I am guessing to protect against petrol. The other stripes were not, but a jet washer will blow them off.
I would definitely clear coat them. No reason not too really.
