Fork oil level

According to the manual, each leg should take 348ml and the level is 110mm without the spring and the fork extended.
I've put about 350 in but the level is over 300mm below the top!
Never had this problem with other bikes.
Any ideas?
Ps it's a Z1100R but the same levels etc for a Z1000J

I'm about to change the springs, though manual gives level with springs removed which is the normal practice.

the fork tube has to be fully compressed ( pushed to the bottom of the leg )

Z1BMAN is right,
the fork oil level should be checked fully compressed with no springs in.
Also worth pumping it a few times before letting it settle. then measure it.

fork oil quantity for a j model is 327 cc & 351cc for the k/m models which are the ltd models & have longer forks
