Fuel tank cap lock

The lock on my project tank, a black R type cap, seems to be stuck.
The barrel seems free enough but unlike my J if you partially put in the key the barrel doesn't turn.
Could it just be a bit sticky on the pins or is it necessary to have a numbered key?

I had a similar issue with mine. What worked for me was inserting a flat screwdriver blade from a multi-tool into the key hole and twisting it like a key.

My (err) tool looks something like this one ..I used the blade 2nd from the right.
