Sounds like the pilot circuit on each carbs is blocked, but that would be very unusual, everything engine wise sounds ok, especially if valve timing checks out. Seems there is just no drawing the fuel up from the float chambers, I would have the carbs off again, I'm not familiar with the 1100 set up...
